# Meta Removed Detailed Targeting: What to Do

In short

Meta removed sensitive detailed-targeting categories on 19 January 2022, removed **detailed targeting exclusions** entirely in January 2025, and consolidated the remaining options again on 23 June 2025\. Advantage+ audience now treats any detailed targeting you pick as a suggestion it can reach beyond. Only location, age, language and Custom Audience exclusions are treated as non-negotiable. The practical consequence: the one audience lever you still fully control is a Custom Audience built from your own data, so the seed you upload is now the whole of your targeting strategy.

## What Meta actually removed, and when

The timeline matters, because each change removed a different kind of control. All dates below are from Meta's own announcements:

| Date | What changed | What it cost advertisers |

| Current | Advantage+ audience expands beyond your inputs; only location, age, language and Custom Audience exclusions are treated as non-negotiable ([Advantage+ audience docs](https://developers.facebook.com/docs/marketing-api/audiences/reference/targeting-expansion/advantage-audience/)) | Detailed targeting became a hint, not an instruction |

Read the last two rows together and the strategic picture is clear: your positive targeting is advisory, and your _exclusions_ are the only inputs Meta still obeys. That inverts how most accounts are built.

What's left inside Ads Manager today:

- **Location**, country, region, city, postcode radius
- **Demographics**, age, gender, language
- **A shrinking set of interests and behaviours**. And even these are de-prioritised inside Advantage+ Shopping Campaigns
- **Custom Audiences and Lookalikes**, built from your own data

The audience lever inside Meta is meaningfully smaller than it was three years ago. See [how Meta ad targeting actually works in 2026](/blog/how-meta-ad-targeting-works) for the mechanics.

## Why "just go broad" isn't a strategy

Meta's official answer is broad targeting plus Advantage+. The pitch: hand audience choice to the algorithm, focus on creative, let Meta find the converters.

This works in two specific situations:

- You have a clean pixel with high event volume
- Your creative is genuinely differentiated and sticky

Outside those, broad targeting becomes a tax. Every advertiser is feeding Meta the same generic seed; CPMs rise; CPAs drift; you have fewer levers to pull when something stops working. See [how much do targeted Facebook ads cost](/blog/facebook-ads-cost) for the cost dynamics.

## The lever that didn't go away

Custom Audiences. Meta still leans heavily on first-party seeds. They're the strongest non-pixel signal it has, and they survive every iOS, cookie and platform change.

The problem isn't the mechanism. It's the seeds most brands feed in: full customer list, last-90-day buyers, abandoned-cart visitors. Generic. Identical to every competitor.

## What D2C brands should do instead

### 1\. Stop replicating Meta's old targeting; replace it

Don't try to rebuild "Income $100k+" by chaining behaviours. Build it directly from real-world household data and push it as a Custom Audience.

### 2\. Bring household-level seeds, not customer lists

A 50,000-record seed of "Owner-Occupied, High Purchasing Power households" beats a 500,000-record customer list every time. Because Meta uses the seed to model who to prospect against.

### 3\. Suppress aggressively

Existing customers, low-affluence cohorts, geographies with poor unit economics. None of them belong in your prospecting pool. Suppression is the cheapest CPA improvement you can ship this month.

### 4\. Match creative to a defined audience

"Just moved" creative aimed at recently-moved households outperforms generic creative aimed at everyone, every time. See [recent movers: the highest-intent audience you're not targeting](/blog/recent-movers-targeting).

## How Outra fits

Outra resolves your customer list (and any look-alike-style brief) to UK household identifiers and appends Property type, Bedrooms, Property value band, Purchasing power band, Family stage and Move stage. Named segments, **High Purchasing Power**, **Just moved**, **Owner-Occupied Detached**, **Bigger Families**, push straight into Meta as Custom Audiences.

You stop trying to rebuild deprecated detailed targeting. You hand Meta the audience you actually want to win. And the creative your team is investing in finally lands on the right households.

## The bottom line

Meta didn't kill targeting. It killed _declared_ targeting and made first-party Custom Audiences the only reliable lever. The brands ahead in 2026 are the ones bringing better seeds. Not the ones still hoping a stray interest category will come back.
